Erasmus+, Creative Europe and the agency behind them

Erasmus+ is one of the EU’s most successful and impactful programs — 13 million students have taken part in university exchanges since it all began.

The programme was launched on 1 July 1987, for universities only. The 13 million was the Commission’s count at its 35th anniversary, and it includes staff, young people and adult learners, not only students. The same page now says over 16 million people have taken part.

What’s less known (but just as cool) is the Creative Europe program, also run by EACEA, has helped fund movies that went on to win Oscars and Cannes awards.

A recent example is Flow, the Latvian animated film with no dialogue. It won the Oscar for Best Animated Feature in 2025. EACEA lists it among its projects: the film was distributed across 25 countries with MEDIA support. It was made entirely in Blender, the open-source 3D tool, and the MEDIA programme had helped develop the company behind Blender ten years earlier. The run has continued since. In May 2026, the Palme d’Or went to Cristian Mungiu’s Fjord, which received EU support for its development.

§The platforms behind the programmes

Behind the grants sit the platforms that teachers and learners use every day. EPALE serves adult education. The European School Education Platform hosts eTwinning, where schools run joint projects across borders. Tremend has worked on both for years, on contracts concluded in 2019 and in 2020.

In 2025 EACEA awarded a new framework contract for business and IT services across its education platforms, from EPALE and eTwinning to the European Student Card and the Erasmus Networks Platform. The award notice shows a ceiling of €50 million, eight tenders received and a joint tender led by Tremend, with IBM Belgium. It was signed in June 2025.
